Reporting to the Group Chief Operating Officer, this Head of IT and Cyber Security hire will join the Group as a key role in managing, and overseeing key transition and transformation programmes while also supporting the IT Operations Manager in developing business as usual services and the relationships with key service providers

What we are looking for

 

An experienced Head of IT and Cyber Security who can demonstrate:

  • Good technical knowledge across a wide range of technologies, with some hands-on experience of the Microsoft stack and Hosted / Cloud Infrastructure and WAN/LAN
  • Solid knowledge and experience of Microsoft 365 products and Azure Active Directory
  • Solid experience of business transition and transformation including migration of data and services between business entities
  • Excellent presentation skills with the ability to convey complex technical issues, solutions and proposals in simple language to non-technical stakeholders
  • Excellent relationship building skills and can develop relationships beyond simply the technical aspects. IT is fully outsourced across the group; therefore, this skill is essential.
  • Excellent analytical skills in order to create meaningful operational reporting and governance of all suppliers, partners and managed service providers
  • Able to respond calmly and with purpose in emergencies or under pressure
  • A strong desire and ability to learn quickly. Naturally inquisitive and innovative; looks to maintain awareness of leading-edge cyber security technologies and how they might benefit R&M. Willing to challenge the status quo.
  • An organised self-starter who shows initiative, the ability to work through problems, and self-manage personal deliverables, projects and others to deliver against agreed deadlines. 
  • Able to influence individuals internally across all levels of the business.  Effective communication skills (oral and written) - delivers written papers that are to-the-point and concise. 
  • Portrays professionalism through approach and appearance. Thorough and analytical, with good attention to detail.

Key responsibilities & accountabilities

  • Responsible for the design, maintenance and delivery of the technology roadmap to support the business strategy/goals
  • Oversight of the group infrastructure design, incorporating production, DR and cloud-based services with hands-on approach
  • Oversight of IT governance, risk and Cyber security at all layers of the service
  • Collaborate with the Risk function to ensure risk frameworks are regularly reviewed and adhered to
  • Manage key partners and outsourced services, ensuring levels of service meet agreed expectations and standards
  • Timely production of technology MI, providing senior management with oversight of the technology landscape and service
  • Programme management for technology projects, change and enhancements, including transition projects and data migration between entities 
  • Oversight of the group technology budget and reporting
  • Standardise technology policies and procedures across the Group
  • Set standards & Control requirements for Cyber security
  • Monitor the effectiveness of RMG’s Cyber defences
  • Own the education of the business on cyber risk and best practices
  • Work with the group service providers to ensure the Group’s infrastructure remains cyber resilient

 

Knowledge and Experience

 

  • Ideally experience of working within Financial Services or a highly regulated sector.
  • Strong technical grounding, particularly around the Microsoft product suite and Microsoft 365 / Azure
  • Experience of managing technology initiatives and projects
  • Previous experience of leading, overseeing and contributing to transition and transformation programmes which have included data migration and transition of services between business entities
  • Proven experience of managing key outsourced functions and third parties
  • Knowledge and understanding of the cyber security landscape

The candidate will be expected to work across the Group to provide compliance monitoring resource across diverse areas of operation. 

 

Key responsibilities & accountabilities

Compliance Monitoring 

  • Conducting daily, weekly, monthly and annual compliance monitoring tasks in relation to (but not limited to) the following areas:
    1. Best execution (e.g. reviewing transaction cost analysis data) 
    2. Conflicts of interest (e.g. personal account dealing approval and record keeping, gifts and benefits approval and record keeping)
    3. AML (e.g. client onboarding) 
    4. Market abuse (e.g. overseeing the wall crossing process whereby brokers make approaches to the firm) and escalating any issues arising
    5. Portfolio compliance (with applicable guidelines/restrictions e.g. investment limits / crossing restrictions0

 

  • Working with various business areas to obtain required input and assistance with compliance testing 
  • Undertaking surveillance activity (e.g. reviewing recorded telephone calls)
  • Inputting relevant business information into and carrying out monitoring using the Group’s ‘Pilot’ tool (training provided)
  • Providing input into compliance reports to key committees 
  • Ensuring compliance registers are maintained at all times including working with the business to ensure the timely closure of open breaches 

 

 

Regulatory disclosures

  • Drafting and submitting UK and international shareholder disclosure notifications and Takeover Panel disclosures
  • Preparing initial drafts of regulatory returns to the FCA via GABRIEL
  • Preparing initial drafts of regulatory returns to the Ontario Securities Commission
  • Preparing initial drafts of Approved Persons applications to the FCA 

 

Financial promotions 

  • Conducting compliance reviews of marketing materials such as quarterly reports and factsheets
